The Government of the District of Columbia (District), Office of Contracting and Procurement (OCP), on behalf of the Department of Health Care Finance (DHCF) is seeking a Contractor to conduct an annual Consumer Assessment of Healthcare Providers and Systems Home and Community Based Services (HCBS CAHPS®) survey in accordance with guidelines outlined by the Centers for Medicare and Medicaid Services (CMS) and complete analysis of the results for one or more home and community-based populations. The Contractor shall implement the HCBS CAHPS surveys across Medicaid populations specified by DHCF. This includes (1) planning and development activities in in collaboration with DHCF; (2) design and development of a Districtspecific HCBS CAHPS survey, consistent with the CMS HCBS CAHPS Technical Assistance Guide and DHCF input; (3) developing and verifying final survey formats; (4) designing and executing a sampling plan; (5) survey implementation; (6) survey customer service, management and administration activities; (7) cleaning and delivery of final survey data; (8) analysis of final survey data.
