Amendment #0001: Responses to Vendor Questions - Proposal Submittal date is extended from January 07, 2026, at 1PM (EST) to January 12, 2026, at 1PM (EST). This performance work statement (PWS) is for Software Development and Software Integration services to modernize Pretial Services Agency Client Management System. The scope for the system development and modernization tasks includes architecture, data governance, interconnections, network and platform infrastructure, legacy source code, system security and web components. The new features and functionality must be designed and developed to integrate with the existing Azure commercial infrastructure. The scope includes bridge development to ensure backwards compatibility. Modernization must be performed in phases. New capabilities must be deployed over time requiring the legacy system to stay in production until all aspects of the legacy system have been replaced.

Please reference Solicitation Number 959P0026Q0001 on the subject line of the email. PROPOSAL SUBMISSIONS RECEIVED AFTER THE ESTABLISHED DATE AND TIME WILL NOT BE ACCEPTED. The point of contact responsible for supplying additional information and answering all inquiries is the Contracting Officer. All questions regarding this solicitation must be submitted in writing via email to: tamara.brown@psa.gov. The cut-off date and time for submitting questions is: Monday, December 29, 2025, by 1PM (EST). Questions submitted after the established date and time will not be accepted. A response to all questions will be provided by an "Amendment" and issued on SAM.gov. Phone call inquiries will NOT be accepted. Offerors are solely responsible for ensuring their offer is received at the designated place and time for receipt and acceptance of offers. Proposals that do not respond to the requirements in the RFP may be rejected without further evaluation or discussion. The Government may reject any proposal that is evaluated to be non-compliant with the requirements or reflect a failure to comprehend the complexity and risk of the work to be performed.
