NAVSEA is seeking sources capable of supplying Circuit Card Assemblies, Data Converter Cabinets, and/or Single Board Computer components in support of the MK 99 Fire Control System. Firms eligible to receive CUI data may request the available technical data for each component. To be eligible, firms need to be active in the Joint Certification Program https://www.dla.mil/Logistics-Operations/Services/JCP/).
Interested parties shall respond back to this RFI with the following information:
- Capability
Outline the approach to building the components your firm identified. Discuss your current facility, tooling, experience, capacity, and personnel. Detail your approach to handling your supply chain and what steps you have in place to mitigate pricing variability at the supplier level.
- Barriers to Entry/Facilitization
Explain any barriers to entry or concerns your firm has in producing the components your firm is responding to. Advise whether facilitization is required or if your firm is ready to begin producing the components identified. Please outline what tooling or specialized equipment would be required.
For planning purposes, please provide the estimated unit price for each component your firm is responding to and define when quantity discounts would be applied. Separate, if any, non-reoccurring engineering (NRE) costs and advise what the NRE price includes and when NRE pricing would apply.
Identify the lead time for the components your firm is expressing interest in. Explain detail what risks/mitigation approaches are in place to achieve the lead time your firm identified. Address whether there is opportunity to reduce the lead time estimated by your firm and what those opportunities are.
- Commitment to long term pricing
Identify whether your firm would be able to provide price certainty in producing these components over a 3 to 5 year period. If yes, please outline what this would look like and what if any assumptions, you have to ensure price certainty.

Responses shall be limited to 30 pages in Times New Roman, 12 font.
Note: Raytheon is the original equipment manufacturer of the current MK 99 Fire Control System. The POCs listed below can provide a Raytheon point of contact upon request for informational purposes only. Discussions with the OEM is not a requirement to submit a response to this RFI.
All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the point of contacts listed in this notice.
