The objectives to achieve this goal are: 1. Develop training tools: Improve OCFO proficiency in cash flow concepts such as cash flow cycles, working capital optimization, and forecasting. 2. Enhance forecasting accuracy: Increase the reliability of cash flow predictions by introducing advanced forecasting concepts and methods for integrating necessary data. 3. Advise on the design of a pooled cash structure: Evaluate the District's current bank account structure and advise on the design of a centralized or pooled cash model that optimizes liquidity, reduces idle cash, and improves investment returns. 4. Advise on cash forecast modeling: Collaborate with OFT on cash forecasting processes and tools that integrate inputs from the Office of Budget and Planning (OBP), the Office of Financial Operations and Systems (OFOS), and OFT to improve forecast accuracy. C.4 REQUIREMENTS C.4.1 This project will be executed over a 12-week period and is divided into four distinct phases. The scope is focused on the analysis, design, and planning of the cash management framework; it does not include the full technical implementation of the proposed solutions. C.4.2 Phase 1: Project Initiation and Current State Assessment (Weeks 1-3) C.4.2.1 This initial phase focuses on establishing project governance and developing a deep understanding of current treasury operations. Activities will include conducting a formal kickoff meeting, reviewing all existing documentation related to cash management processes and systems (including Kyriba Treasury Management System, Oracle Fusion ERP, and bank account structures), and conducting detailed interviews with key stakeholders from OFT, OFOS, and OBP. The outcome will be a comprehensive assessment of the current state. C.4.2.2 Deliverable: Current State Assessment Report C.4.3 Phase 2: Cash Management Framework Design (Weeks 4-7) C.4.3.1 Building on the current state assessment, phase 2 will focus on designing the target state for the OCFO's cash management operations. This involves four key design activities: • Cash Reporting Design: Define detailed requirements for a new suite of cash reports, flow summaries, and variance analysis. Mockups of these reports shall be created. • Pooled Cash Structure Design: Based on the analysis of bank accounts and their functional needs, a detailed proposal for a pooled cash structure shall be developed, outlining the benefits and operational changes required. • Cash Forecasting: Recommendations for the cash forecasting. This will define the roles and responsibilities of OBP, OFOS, and OFT in the process, establish a clear forecasting cadence for data submission from agencies, and suggest data inputs and outputs of the model
