General Summary of Supplies Required.
The U.S. Consulate General Cape Town is seeking quotations for the upgrade of the CCTV system at an official residence based in Cape Town, South Africa. The project involves the installation of various components to enhance the security and monitoring capabilities of the residence. The detailed requirements are as follows:
1. Requirements. The following requirements must be met:
- Axis Camera Station (Recorder)**
- Install with a 4TB Hard Drive
- Include 8 Axis IP Camera Licences
- 32” LED Colour Monitor**
- Install wall-mounted monitor in the CCTV Control Room
- Camera Poles and Plinths**
- Install two 6 metre Galvanised Camera Poles
- Construct Concrete Plinths in the Garden
- Axis IP 2MP Bullet Cameras**
- Install four cameras with Vari Focal Lenses
- Two cameras on Tennis Court Floodlight Poles
- Two cameras on new Camera Poles
- Outdoor Waterproof Enclosure Boxes**
- Install four boxes mounted on each Camera Pole
- Wireless Transmitters**
- Install four transmitters to send camera signals to the CCTV Control Room
- Axis 4 Port Poe Network Switches**
- Install four switches in each Outdoor Enclosure Box
- Wireless Receivers and Network Switch**
- Install four receivers
- Install one Axis 8 Port Poe Network Switch to receive wireless signals and manage cameras in the CCTV Control Room
- Installation, System Configuration, and Operator Training**
- Include comprehensive installation
- System configuration
- Operator training for effective use of the system
2. Contract Details. The purpose of this request for offers is to award a purchase order to the qualified vendor who provides a quote that credibly addresses the requirements identified in the above specifications of requirements and is the lowest priced of all technically acceptable offers. The Government may award the contract based on the initial offer without discussion.
3. Interested Vendors. All prospective contractors must have a minimum of 5 years of experience in the security and surveillance industry. This experience should include the installation, configuration, and maintenance of CCTV systems like the requirements outlined in this RFQ/Synopsis. (References must be submitted with your offer).
Please note the following BEFORE submitting your offer:
- Company profiles and offers must be submitted electronically and in English and will be reviewed for technical acceptability.
- U.S. National Defense Authorization Act (NDAA) Section 889(a)(1)(B) - It is compulsory for the successful offeror to complete the attached “NDAA Certificate for Vendor Compliance” – Please complete page 1 and tick the applicable boxes on pages 2 and 4 and include it with your offer submission.
- Prior to being awarded the contract, the successful offeror will be required to provide proof of an active registration on www.Sam.gov. Please see below guidance.
- Your submission must indicate our reference number: CCTV System Upgrade at Official Residence- 19SF2025Q0003
- The closing date for offer submissions is 10h00 on December 12, 2024

- As a Diplomatic Mission, we represent the U.S. Government and are unable to sign any contracts, credit applications and T’s & C’s.
By submitting an offer, you are agreeing to waive any terms that may contrast with the language herein
4. Payment terms. The U.S. Consulate will make no provision for fluctuations in price or exchange rates after the order has been placed. If your price is dependent on these fluctuations, you MUST make provision for possible increases in your offer price. Payment will be made via EFT into the company’s bank account, within 30 days of delivery of goods/services and receipt of proper Invoice, not before. *Note: No advanced/deposit payments permitted.
5. Vendor Registration. All contractors must be registered in the U.S Government’s System for Award Management (SAM) Database at time of proposal submission pursuant to the U.S Federal Acquisition regulation (FAR) provision 52.204-7.
