The U.S. Embassy in Tallinn has a requirement for refueling of government-owned vehicles and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors with gas stations readily available along major Estonian roads. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued, and a delivery is made.
The supply of fuel shall be in the form of a fuel card system.
Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate among BPA holders.
- The BPA holder will supply 18 fuel cards to be used around Estonia with capability to be used in any fueling station for the purchase of diesel and unleaded petrol. Three (3) cards out of the 18 shall be international, so they may be used throughout the Baltic states and Finland.
- The issued fuel cards shall be used for refueling purposes only.
- The BPA holder shall provide the Embassy with a secure account to track usage and retrieve necessary reports.
- The prospective vendor must possess a network of fuel stations in Estonia covering the main roads and biggest cities, including Tallinn, Tartu, and Narva.
This agreement will be signed for a period through November 30, 2029. The Embassy plans to sign agreements with multiple suppliers.
