The Program will upgrade a ten-mile section of the Northeast Corridor (“NEC”), Amtrak’s busiest passenger rail corridor and consists of the construction of two new high-capacity tunnels for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC Station. The centerpiece of the Program will be the construction of the new Frederick Douglass Tunnel which will serve the needs of approximately nine million commuters who rely on these lines for service annually. The Program has been broken down into three main packages - Package A, Package B, and Package C, in addition to other supporting packages, as needed. o Package A includes construction of new running tunnels, cross passages and excavation for all the vent facilities. o Package B includes the relocation of all major utilities including MicroTunneling, excavation of southern approach, various bridge construction and roadway relocation elements and construction of new West Baltimore MARC Station. o Package C will fit-out the newly constructed tunnels and provide Track, Rail Systems and Ventilation Facilities. The Package C Contractor will also provide Systems Integration, Long Lead Items and Testing and Commissioning for the entirety of the 10-mile-long corridor.
