The objective of this research is to develop a playbook with tools that assist airports in assessing, improving, and sustaining a positive safety climate and safety culture. The research should help airports understand the gap between an organization's intended expectations for a robust safety culture and the actual impact of the organization's safety climate. Research should focus on the unique multi-employer and multi-regulatory environment of airports, which includes airlines, various stakeholders, GHAs, FBOs, concessionaires, maintenance, repair, and overhaul (MROs), and public safety partners. The playbook should address or include: A clear distinction between safety culture and safety climate; Process and data requirements for establishing a baseline and to evaluate safety climate; Best practices for collecting, analyzing, and visualizing data results; Actionable strategies for determining and implementing safety culture; and Six to eight case studies that showcase common challenges when developing safety culture and strategies for overcoming them. Tools should include: A framework for aligning tenants and establishing joint collaboration; A framework for promoting and validating safety culture and improvements; Scalable resources such as templates and tools covering communication, training, information sharing, and other best practices; and Applicable ACRP, FAA, other industries, and international research and references.
