Specifications include, but are not limited to: 1. Create and revise comprehensive strategic plans for the COG coalition to execute through each phase of the federal legislative authorization and appropriations process. This will include identifying significant pieces of legislation, a suggested list of federal, state, and local stakeholders to engage to secure project funding, and a strategy for engagement. 2. Schedule and facilitate meetings with Congressional offices and other key stakeholders for COG to meetings with the Contractor providing support via research, materials, and advice. Meetings may also include state, regional and local elected and other public officials. 3. Develop water sector messaging to include talking points, supporting written and online materials, and graphic design as well as other public affairs and communication support as needed. 4. Identify legislative strategies outside of the traditional water sector legislation as pathways to diversify appropriation options.
