Market Survey for the PC-Based Runway Visual Range (RVR) System Controller Display
MARKET SURVEY ANNOUNCEMENT
- Introduction & Purpose
This Market Survey notice is a source sought for information ONLY to be used for preliminary planning purposes. This announcement is not a Screening Information Request (SIR) or Request for Proposal (RFP) and should not be treated as such. The Federal Aviation Administration (FAA) is not seeking proposals or accepting unsolicited proposals.
The FAA is seeking information regarding market availability for a Controller Display (CD) that will be compatible with the Personal Computer (PC)-Based Runway Visual Range (RVR) system. The FAA must procure Controller Displays for the PC- Based Runway Visual Range (RVR) system for use in the Air Traffic Control Tower Cab. Due to CD obsolescence issues this effort will replace all current Teledyne New Generation (NG) RVR Controller Display systems in the NAS.

Vaisala Incorporated, located in Louisville, CO is the incumbent vendor with contract DTFAWA-16-D-00011.
- Nature of Competition
An acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition, a set-aside, or a single-source award will be chosen depending on the responses to this Market Survey.
- Standard Language
Respondents to this Market Survey Announcement should note that:
(a) This is not a Screening Information Request, Request for Proposal, or an obligation on the part of the FAA to acquire services of any kind;
(b) The FAA is not seeking or accepting unsolicited proposals;
(c) The FAA will not pay for any information received or costs incurred in preparing the response to the Market Survey;
(d) Any costs associated with the Market Survey submittal are solely at the interested vendor’s expense; and
(e) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking.
- Submittal Requirements for Market Survey
The FAA seeks specific information from interested vendors as to their ability to meet certain requirements. In order to successfully perform and minimize risk to the FAA, potential vendors must ensure that:
- The Controller Display (CD) must be form, fit, and function compatible with existing Controller Display per FAA Specification FAA-E-2772B, August 22, 2006.
- The Controller Display physical dimensions must meet the requirements of FAA-E-2772B section 3.2.2.6.8.2 (NG RVR TI Book 6560.17 Figure 9-11A).
- The Controller Display must meet interface requirements and communication protocol listed in FAA specification FAA-E-2772B, August 22, 2006.
Interested vendors must provide the FAA with documentation (and Capabilities Statement) for review that describes the offerors technical knowledge and capability to achieve the requirements set forth above.
- Submissions and Format
The responses to this Market Survey will be used for informational purposes only to determine market availability. Be advised that the FAA reserves the right to use the information received in response to this announcement to decide on defining requirements for future FAA solicitations. All interested parties responding to this Market Survey must comply with the FAA Acquisition Management System (AMS) clause 3.6.4-2, Buy American Act – Supplies. All interested parties are advised that the FAA will not pay for any information received, or administrative costs incurred in preparing responses to this announcement. Additionally, the information provided in response to this announcement is for information only and will not be released. If proprietary information is submitted, it must be clearly marked in the responses. Failure to respond to this request will not result in exclusion from future competition.

The FAA prefers that all submittals, including attachments, be submitted electronically to the email address listed below. Please submit as a Microsoft Word file in English language (Times New Roman font, size 12) or pdf as applicable. Documentation submitted must be no more than eight pages including any charts or diagrams. All responses (one response per company) are to be provided on company letterhead. Also, please note that the FAA e-mail server restricts file size to 10 MB; therefore, responses may have to be submitted in more than one e-mail in order to be received.
