THIS NOTICE SERVES AS A REQUEST FOR QUOTE (RFQ)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
PROJECT SCOPE: The National Park Service (NPS) - National Capital Region (NCR), National Mall & Memorial Parks (NAMA) located in Washington, D.C. is soliciting wayside exhibit services consisting of the planning, design, fabrication, installation of fifteen (15) wayside exhibits for the historic Lockkeeper's House.
PROCUREMENT TYPE: The Government anticipates awarding a firm-fixed price service contract to meet this requirement.
PLACE OF PERFORMANCE: is located Southwest Corner of 15th Street, NW and Constitution Ave., NW, Washington, DC 20006 (LAT: 38.892085; LONG: -77.039459)
SET-ASIDE: This acquisition will be a 100% Small Business Set-aside. Offers will be solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and shall be rejected.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: Two (2) NAICS codes by the Small Business Administration, effective March 17, 2023, are being identified for consideration for this project. NAICS 541430 - Graphic Design Services with the small business standard size of $9,000,000 and NAICS 238990 All Other Specialty Trade Contractors with the small business size standard is $19,000,000. Offerors shall have one (1) of the identified NACIS codes registered with SAM.gov by closing of the solicitation or shall be deemed nonresponsive with no further consideration for award.
PERIOD OF PERFORMANCE: The contract performance period is expected to be 560 days from the start date of contract award.
SITE VISIT: No site visit is anticipated for this solicitation.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a Unique Entity Identifier (UEI) number and an active registration in System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website.
