Specifications include, but are not limited to: The Rape Prevention and Education (RPE) program seeks to develop and strengthen sexual violence prevention efforts at the local, state, and national level. Primary prevention—stopping sexual violence before it begins—is the cornerstone of the RPE program. Program activities are guided by a set of principles that include: • Preventing first-time occurrence of sexual violence; • Reducing risk factors and enhancing protective factors linked to sexual violence perpetration and victimization; • Using the best available evidence when planning, implementing, and evaluating prevention programs; • Incorporating behavior and social change theories into prevention programs so that behavior patterns, cultural values, and norms contributing to sexual violence will change over time; • Analyzing state and community data, such as health and safety data, to inform program decisions and monitor trends; and • Evaluating prevention efforts and using the results to improve future program plans. All components listed in this section are mandatory. 1. Develop and implement an approach to improve partner coordination as specified in the State Action Plan (SAP). a. Increase the identification of critical partnerships to facilitate and improve coordination of sexual violence prevention efforts. b. Increase the number of new or expanded partnerships that support Delaware’s sexual violence prevention efforts indicated by the number of public/private partnerships identified. c. Increase the alignment between state-level SAP goals and prevention strategies as indicated by the number of funded prevention strategies that align with SAP goals. d. Facilitate bi-monthly meetings of the State Leadership Team to develop and enhance SAP. e. Develop a collaborative Rape Prevention and Education (RPE) and Domestic Violence Prevention Enhancement and Leadership Through Alliances (DELTA)- Impact sexual violence state plan for the facilitation of training and technical assistance for building and expanding the capacity of sexual violence prevention competencies and the implementation and evaluation of prevention programs and policies. f. Engage the RPE/DELTA state leadership team partners in an annual review of SAP goals and prevention strategy efforts to monitor alignment. g. Provide annual training and technical assistance opportunities (workshops, webinars, and conference). 2. Increase the use of data for selection of focus populations and prevention approaches. a. Increase the percentage of RPE/DELTA prevention planning informed by available data as indicated by the number of data sources identified to inform selection and planning of prevention efforts. b. Collaborate with RPE/DELTA project partners in the development of implementation plans informed by Delaware data. c. Monitor the reach of Delaware’s RPE/DELTA prevention strategies to ensure data-informed population focus.
