Specifications include, but are not limited to: A.TheEvaluator shall complete a validation study that details the tool’s accuracy in predicting recidivism to be defined by re-arrest (general and violent) at a minimum. The DDOC is open to other measures of recidivism to help with predictive validity and the various DDOC populations. The Evaluator shall outline their process and methodology for facilitating a validation study. A clearly defined research design must be included in the proposal based on empirical research and validated assessment methods and tools.A timeline for progress and completion should be included.B.The Evaluator (and any additional staff working on the evaluation) must pass DDOC background checks in order to enter a facility per department policy, and pass any required background check process to view Criminal Justice records in accordance with DDOC policy.C.Client Confidentiality –The Evaluator must describe precautions to ensure the confidentiality of client information in accordance with Federal Confidentiality Regulations. Evaluators shall maintain client files in accordance with professional standards, state law, federal law, and contractual agreements. D.Communication –The Evaluator must demonstrate the ability to coordinate closely and communicate regularly with DDOC staff. At a minimum, the DDOC expects the Evaluator will provide and maintain contact information for all staff involved in the evaluation of offenders. The Evaluator is responsible for informing DDOC of a change or substitution, whether temporary or permanent, of any staff within 24 hours of such change. The Evaluator must keep DDOC staff, especially the contract administrator, informed of issues orproblems, their resolution, special needs and any other special circumstances as deemed necessary.It is expected the DDOC staff will maintain open lines of communication with the Evaluatorto ensure services are being provided in a timely and effective manner.
