Specifications include, but are not limited to: DMMA is seeking to procure a Contractor to implement and operate a statewide EVV System in compliance with the 21st Century Cures Act. DMMA is implementing EVV for home health services and personal care services by January 2020. The system must include data collection and data aggregation functionality to verify delivery of personal care and home health services for all members and be flexible to serve those members who utilize self-directed service models. DMMA is seeking a Commercial off-the shelf EVV System. DMMA plans to implement an Open Contractor Model, with one EVV Contractor and allowing providers and managed care organizations with existing EVV systems to use the systems they have in place. DMMA’s goals for EVV include: improving health outcomes by ensuring that the highest quality medical services are provided to vulnerable citizens of Delaware; reducing and avoiding fraud, waste and abuse in the Delaware Medicaid program; Supporting service providers in implementing and maintaining a system that tracks Medicaid services and; Confirming that services are being provided as agreed upon in the Plan of Care The System must maintain compliance with the Cures Act, and create efficiencies to streamline data and share information in a way that supports all members and their families.
