Specifications include, but are not limited to: The Consultant will be expected to assist Sussex County in the procurement process to purchase a comprehensive Enterprise Resource Planning System. The location for these services will be performed at both the Sussex County Administration Building, 2 The Circle, Georgetown, DE 19947 and at the Consultant's place of work. The specific tasks included within the scope of services (with desired completion dates) are shown below: Task #1: Develop a List of Functional and Technical Requirements (November 2010) It will be important that the County develop detailed functional and technical requirements as part of the initial step in the procurement process. The requirements should be organized by functional area (purchasing, land management, budget, utility billing, assessments) and indicate which requirements are critical and which ones are desired. Development of the functional and technical requirements is a key step in the procurement process and will be used throughout the implementation to assist in configuration and will provide the County the ability to monitor that the vendor is providing functionality agreed to in the procurement process. Task #2: Develop a Procurement Scoring Methodology (December 2010) The Consultant should develop a structured scoring methodology for the procurement process. The scoring approach should allow the County to rank vendors based on reported level of fit to the County's functional and technical requirements, project approach, experience, vendor demonstrations, reference checks and site visits
