The objective of this comprehensive study is to evaluate and improve the operations, organizational structure, staffing, and deferred maintenance of New Castle County’s Parks Division. This includes conducting an in-depth organizational assessment, comparative analysis, and delivering strategic recommendations to enhance service delivery, optimize resources, and ensure long-term sustainability. The Consultant will work closely with Division staff to conduct the assessment and deliver a final report with a phased implementation plan. The selected consultant will conduct a comprehensive review of all parks within New Castle County to identify areas for potential improvements, upgrades, or new amenities, and provide detailed cost estimates for each recommendation.
