VCAP serves as animportant lifeline, reaching out to victims wherever they are located in all three Delawarecounties. The agency helps victims navigate every step of the process and the road to recovery.VCAP receives and reviews applications for assistance, even helping victims to properlycomplete all the needed forms. The agency manages the program s funds, and makesdeterminations regarding the awarding of compensation. VCAP received 1103 applicationsduring FY 10. For the State Fiscal Year ended June 30, 2010 VCAP awarded $3,496,624 in paidclaims to victims and their familiesThe scope of this project is to replace the current manual and semi-automated processwith a full-fledged electronic process (paperless) that would improve and simplify the currenttracking and accounting process and store the information for recall for investigating and finalapproval.This application will eliminate the need to re-key common data fields between thefunctions so that they can share the common data over various functions. To further simplify theprocess to the Victim/Claimant, the application will be completed through an interview model,allowing the Victim/Claimant or service worker who assists the victim to answer a series ofquestions that gather the information necessary to VCAP requirements.
