****Amendment 3 (18 August 2021): There has been a late question submitted about the cerifications required that the Government finds necessary to address. Per the combo solicitation pg 2, Letter A has been changed to the following: "A. The contractor shall complete provision, 52.212-3, Representation and Certifications-Commercial Items and provide a copy within their offeror or certify that the SAM system is up to date and accurate. Offerors shall be registered in System for Award Management (SAM) Registration: https://www.sam.gov/portal/public/SAM/. The contractor shall also complete all required fill-ins within the listed provisions and clauses of this document. Failure to comply may result in the offerors proposal being deemed non-responsive." This allows offerors to submit a copy of 52.213-3 or certify that it is accurate and complete within the system. It is still a requirement of the offeror to complete all fill-ins within the listed provisions and clauses listed throughout the solicitaiton. As a result of this minor change Rev 2 is attached below.

The contractor shall provide all personnel, labor, materials, and transportation to provide non-personal service in support of the Dover Air Force Base Chapel for all Sunday Catholic Mass and Protestant worship services Director of Music Ministries contract. The contractor is responsible to provide one music director and one music accompanist each for two Catholic Masses and one Protestant worship service. The Chapel will provide all music materials and facilities necessary to perform their duties. The program is multi-faceted and requires a high degree of coordination and cooperation with military and civilian activities and authorities. The Chapel will provide all music materials and facilities necessary to perform their duties. The contractor must demonstrate an understanding of the religiously pluralistic and sensitive arena of numerous faith groups and denominational traditions. The contractor accomplishes the terms of the contract in compliance with the mission requirements and standards set forth and defined by the Department of the Air Force and the Air Force Chaplain Corps. Activities and behavior to the contrary are viewed as grounds for contract termination.
