Specifications include, but are not limited to: The County is seeking professional services to assess mobile coverage quality by location and service provider, including all incorporated and unincorporated areas. Professional services include a presentation and report focused on solving problem areas with recommended sites to erect new cell towers. The recommended sites will ideally include opportunities to leverage existing or planned back-haul connectivity and opportunities to utilize government-owned land.; SPECIFICATIONS FOR ASSESSMENT STUDY: 1. Identify where mobile commercial coverage is weak or non-existent by location and service provider for at least 80% of the County’s drivable roadways.; 2. Focus on the County’s top mobile service providers which include Verizon Wireless, AT&T Consumer & Business Services, AT&T FirstNet, and T-Mobile.; 3. Capture mobile commercial coverage data for the County’s top four providers including percent of coverage, internet speed, and connectivity strength.; 4. Identify where land is available to erect cell towers within poor coverage areas, and the land is government owned, such as parks, open space, and DelDOT locations.; 5. Identify where fiber optic back-haul connectivity exists or is planned as part of the State broadband expansion project.; SPECIFICATIONS FOR ASSESSMENT OUTPUT: 1. Documented report and presentation to demonstrate current mobile coverage quality and recommend locations to erect new cell towers to remediate dead zones and weak areas.; 2. Geographic map showing the coverage for each mobile provider with graphical illustration of coverage data, such as a heat map capturing speed and connection quality.; 3. A combined geographic map for all four providers showing locations with coverage gaps and weak connections with graphical illustration, such as a heat map of coverage data.; 4. Identify and prioritize no coverage zones and the weakest coverage areas discovered from the countywide mobile coverage assessment study.; 5. Geographical map showing optimal and cost-effective locations where cell towers can be erected in the County preferably on County, Municipal or State-owned land, and potentially leveraging planned or existing back-haul connectivity to address gaps in service.
