A. The City of Dover Department of Water and Wastewater owns and operates a pump station called Laurel Drive Pump Station located at Laurel Drive, Dover, DE 19901. This pump station is beyond its useful life. The pump station must be upgraded to improve reliability and efficiency. B. The selected proposer shall provide a thorough evaluation of the existing operating conditions of the Laurel Drive pump station and determine the upgrades needed to provide a fully operational and efficient pump station. Known components of the pump station can be found in Appendix A, “Feasibility Study LAUREL DRIVE PUMP STATION UPGRADE ENGINEERING DESIGN SUPPORT” The evaluation of existing conditions shall include, but is not limited to the following: 1. Three (3) site visits: • To discuss existing conditions with City Staff • Dry weather wastewater flow evaluation • Wet weather wastewater flow evaluation 2. Evaluation of wastewater flow at pump station • Flow demands • Quantity and characteristics of grit, including particle size distribution • Organic content of wastewater flow 3. Evaluation of existing environmental conditions (floodplains, wetlands, etc.) and impacts (noise and odor control) at pump station 4. Limited survey of Laurel Drive wastewater pump station and parcel 5. Communication with Smith & Loveless Pump Station vendors C. Following the evaluation of the pump station, the selected proposer shall meet with selected City staff to review their findings, including recommendations. D. After City staff and the selected proposer have come to a consensus on the replacement strategy, the selected proposer shall create construction documents that provide clear direction to a contractor on how to complete the project. These documents shall be created under the direction of a Delaware licensed Engineer.
