Specifications include, but are not limited to: The mission of the Division of Public Health is to protect and enhance the health of the people of Delaware. The Division accomplishes its mission by: working together with others; addressing issues that affect the health of Delawareans; keeping track of the State’s health; promoting positive lifestyles; responding to critical health issues and disasters; promoting the availability of health services. The accomplishment of this mission will facilitate the Division in realizing its vision of creating an environment in which people in Delaware can reach their full potential for a healthy life. The Syringe Services Program’s (SSP) primary goal is to reduce the transmission of HIV and other blood-borne infections associated with those who inject drugs. Providing clean sterile syringes and appropriate disposal procedures reduces the chances that IDU’s will share injection equipment and also removes potentially contaminated syringes and reduces needle stick injuries from the community. As part of a comprehensive strategy to reduce new infections, SSPs are a vital part of this approach and also key in establishing contact with an IDU population otherwise hard to reach to deliver services, including HIV, Sexually Transmitted Infections (STI), and Hepatitis C (HCV) counseling and testing, overdose prevention, treatment and health and social services referrals and linkage. The program will be designed and maintained to provide maximum security of exchange sites and equipment, including security measures that shall be required to allow for: a full accounting of the number of needles distributed; the number in storage; safe disposal of returned needles, and any other measures that may be required to control the use and dispersal of sterile needles and syringes.
