• Disaster Recovery Support DEMA and sub-applicants in FEMA Public Assistance and Individual Assistance programs, including project development, documentation, appeals, reporting, and closeout. Develop dashboards and provide just-in-time training. • Planning Develop, review, and digitize all-hazard plans at the state, county, and local levels. Conduct best practice reviews, create educational materials, and support planning-related studies and assessments. • General Management Facilitate business process improvement initiatives across DEMA’s internal operations, including finance, HR, and strategic planning. • Emergency Response Provide staff augmentation during real-world events and exercises. Personnel must meet FEMA NQS qualifications and, if assigned long-term, DEMA’s internal qualification standards. Support after-action reporting and trend analysis. • Hazard Mitigation Assist with Hazard Mitigation Plan updates, HMA grant development, loss avoidance studies, and mitigation outreach. Support Benefit-Cost Analysis, preliminary engineering report development and administrative planning. • Preparedness & Homeland Security Assist with the development and submission of investment justifications and workplans for preparedness grants (e.g., HSGP, NSGP, EMPG, SLCGP). Support sub-recipient monitoring and reporting. • Damage Assessment Conduct physical and virtual assessments of public and private infrastructure. Provide cost estimates, support disaster declaration requests, and deliver just-intime training. Methodologies must align with FEMA Region III guidance. • Training & Exercise Support Design and deliver HSEEP-compliant exercises and emergency preparedness trainings. Provide all supporting documentation and facilitate planning meetings and after-action processes.
