he goals of this Request for Proposals (RFP) are to: • Support the goals of Delaware’s Behavioral Health Prevention Strategy and Plan with strategies that support youth, young adults, adults, and communities where they live, learn, work, and access health care; (ATTACHMENT A) • Prevent the onset and reduce the progression of substance use and abuse for youth, young adults, adults, and communities through the reduction of risk factors and increasing identified protective factors; • Provide primary prevention activities to prevent substance misuse, use, and abuse through one or more of the six broad categories of effective substance use prevention strategies established by SAMHSA’s Center for Substance Abuse and Prevention (CSAP) including education, information dissemination, environmental strategies, community-based and alternative activities; and problem identification and referral; • Reduce the incidence and prevalence of misuse and abuse of Tobacco, Alcohol, Marijuana, and fentanyl-laced substances; • Build an effective, sustainable, prevention landscape and infrastructure at the community level; and • Increase the capacity of the prevention workforce to plan, implement, deliver, and evaluate quality prevention services to individuals, families, and communities.
