The City of Lewes is required to prepare a Comprehensive Plan every 10 years by State law. The city will begin work on the new Comprehensive Plan this Fall, with adoption by the State by October 2027. Below is a list of the majority of the State-required elements that shall be included in the city’s new Comprehensive Plan. A. Comprehensive Plan – Deliverable 1 1. A data-driven plan addressing the requirements of the State. a. Required Elements within the Comprehensive Plan from 22 Del. C. § 702 (b). i. Development of recommendations for the required elements. 1. The State adopted a new required element regarding resiliency and climate change to be included in Comprehensive Plans. This will be required in the City’s plan. b. Implementation plan for recommendations - using a matrix or other manner. i. Easy to use and implement. c. Consideration of Establishing Guiding Principles d. Task-oriented approach to the required elements and overall plan. e. Holistic and creative approach to the required elements and how they work together to ensure an economically strong and environmentally resilient city. f. Include a mid-to-long time horizon for the plan, ex. 15-25 years, depending on the city's needs. g. Include use of nature-based solutions for the environment. h. Review of current plan to determine what is still relevant and can be used in the new plan
