Specifications include, but are not limited to: Delaware Department of Health and Social services (DHSS) is responsible for performing federally mandated, audit-type reviews of Child Care subsidy cases (aka “Purchase of Care”) to verify the accuracy of eligibility and subsidy amounts paid for with Child Care Development Fund (CCDF) dollars and in accordance with state and federal policy. The goal of the Child Care review process is to provide case analysis, data, and periodic reports to the Agency and to provide a final report to Office of Child Care, Administration for Children and Families (OCCACF), due in designated reporting years (i.e., every 3 years according to the federal schedule). (See 45 CFR Subpart K - 98.100 Error Rate Report, 98.101 Case Review Methodology, and 98.102 Content of Error Rate Reports). Each state completes the error rate review every three years on a rotational cycle. Using a stratified random sample method of selecting states, onethird of the total of 52 states (including the District of Columbia and Puerto Rico) were selected for each of the three reporting year cohorts. Delaware is a “year 2” cohort state.
