Description:
The 436th Contracting Squadron is conducting market research to identify potential sources capable of providing Catholic Priest services in support of the Religious Support Program at Dover Air Force Base. This notice is issued solely for information and planning purposes and does not constitute a solicitation.
Scope of Work (Summary):
- Conduct weekday and weekend Masses, Holy Days, and special services
- Administer sacraments including Confession, Baptism, Marriage, and Anointing of the Sick
- Provide pastoral counseling, hospital visits, and emergency ministrations
- Participate in staff meetings, pastoral councils, and liturgical coordination
- Maintain records via AFCCARS and submit monthly invoices via WAWF
Estimated Workload:
- Approximately 147 services annually (123 hours), with potential surge up to 197 services (154 hours)

Standard Notification: The Dover AFB Senior Chaplain or designee will provide the contractor advance notice of required services to the best of their ability.

Minimum Notification: In cases of extraordinary circumstances driven by mission requirements, the Senior Chaplain or designee will provide no less than 72 hours’ notice.

Contractor Discretion: Any request made within 72 hours is considered non-compulsory and subject to the contractor’s availability.
Qualifications:
- Ordained Roman Catholic Priest in good standing with the Archdiocese for the Military Services (AMS)
- Valid DD Form 2088 and AMS Child/Youth Protection Training
- Must pass background checks including NACI, IRC, FBI fingerprinting, and LOSS compliance
- Fluent in English and respectful of pluralistic religious environment
Compliance & Conduct:
- Must follow DoD, AFI, AMS, and Canon Law guidelines
- May not use the title “Chaplain”; must maintain professional decorum
- Responsible for safeguarding government property and chapel assets
Additional Notes:
- Services may be required on federal holidays and Holy Days
- Contractor must coordinate with active duty priest and chapel staff
- No inherently governmental functions will be performed
