Specifications include, but are not limited to: The purpose of this RFP is to solicit potential Bidders to provide ACT Plus services that incorporate highly individualized interventions that are fully recovery-oriented and based on the unique needs of each person enrolled. In addition, the flexible contract and funding will support supplemental services to implement a specialized plan for Beneficiaries to meet their individual needs over time. The ACT Plus program aims to utilize a Medicaid-reimbursable model in the second and subsequent contract years. It is expected that the Bidder will work with DSAMH to plan for the transition to a Medicaid-reimbursable model. During the first contract year, the Bidder will need to implement all clinical record modifications necessary to track Medicaid services and billings. This will enable the Bidder and DSAMH to prepare for implementing Medicaid billing in contract year two. The ACT Plus blended financing model is designed to achieve flexible, individualized, but measurable, care for adults with serious mental illness, while allowing the ACT Plus Vendors significant authority and flexibility for designing Beneficiary services.
