There are currently no specific projects identified. Respondents are applying to be included on a master list of pre-qualified consultants available to provide professional Planning and/or Zoning services to the South Central Region’s fifteen member municipalities on an as-needed basis. This list will enable municipalities to directly procure services from a competitively vetted group of firms, allowing for quicker response to local staffing gaps, interim coverage needs, and project-based assignments. Both full-service planning firms and smaller, specialized firms are encouraged to apply. Respondents should indicate which discipline(s) they offer using Attachment A: “Services & Topic Areas Checklist.” Selected consultants may be asked to provide a broad range of support services, including but not limited to: municipal planning and land use regulation; zoning administration and enforcement; development review and staffing report; short-term or interim zoning enforcement officer (ZEO) services such as inspections, notices of violations, and coordination with municipal staff and legal counsel; long-range planning initiatives such as Plan of Conservation and Development updates or housing studies; and public engagement or facilitation. Services may be provided to or in support of Planning & Zoning Commissions, Zoning Boards of Appeals, Conservation Commissions, Economic Development Commissions, or other local boards and staff. Consultants may be asked to engage with legislative bodies (e.g., Boards of Selectmen, Town Councils, or Boards of Aldermen) to support alignment between policy direction and land use implementation. In these roles, consultants may serve as a bridge between boards and commissions.
