Specifications include, but are not limited to: Phase 1 – Management and Disposal of Solid Waste Strategy Plan In order to develop a disposal strategy for the City, the selected consultant will be required to understand all the current operations, and agreements related to solid waste disposal. Based on the significant amount of existing data it is expected that the consultant will compile and review all available data and work with the City to refine or clarify the information provided and obtain additional information as necessary. The consultant will meet with City officials for a kickoff meeting and discuss City goals and concerns. The consult will be expected to assess market conditions, including assessment of economic risks associated with the strategic solid waste management plan. As part of the strategic plan the Consultant should investigate and do a financial analysis about implementing a city-wide garbage collection and expansion on commercial collection. The strategic plan must establish current, interim, and long-term waste management requirements. It should take in consideration account regulatory requirements, recycling goals and disposal capacity. The strategic plan should identify areas of deficiencies and provide solutions for improving them. The City of Norwalk is fully committed to sustainability and the plan must identify new opportunities for it. The plan should be built taking in consideration economics and market conditions, environmental impacts, community impacts and risks. Community participation and public outreach should be included as part of this phase. Phase 2 – Procurement Documents Based on the Management and Disposal of Solid Waste Strategy Plan, the Consultant will prepare the necessary procurement documents for its implementation (e.g. but not limited to curbside collection of solid waste, curbside collection of recyclables, haul and disposal and transfer station operations, yard waste, food composting, etc.) Additionally, the consultant shall provide bid phase support services to the City, attend pre-proposal meetings, answer Requests for Information (RFI’s), and provide necessary information/documents for the issuance of addenda.
