The proposer shall provide data collection vehicle(s), including all applicable sub-systems, hardware, software, onsite training, and technical support, necessary for the system to fully function during the collection and processing of the data. The collection vehicle(s) must be capable of providing pavement profile testing based on the International Roughness Index (“IRI”), conducting manual pavement condition\event rating, Hi-Resolution Right-Of-Way and 360-degree image collection, pavement rutting, and 3-D automated pavement distress collection, which are synchronized with an on-board Distance Measuring Instrument (“DMI”), GPS\GNSS and Inertial Measurement Unit (“IMU”), to provide the most accurate location for the data. The vehicle platform design must allow the seamless incorporation of all required subsystems detailed in this RFP. All camera systems must be configured and calibrated to enable identification, location, and measurement of assets, such as signs, guard rails, sidewalk drains, structures, bridge clearances, etc. In addition to the collection vehicle(s), the proposer shall provide the latest International Cybernetics (“ICC”) SurPRO 5000 rolling surface walking profiler for in-house measurement of ground truth to verify data collected by the vehicle(s) during calibration by Client Agency’s Photolog Unit. The proposer shall supply a fully integrated data processing platform and web-based data viewing tool which will include all necessary software to upload, process, analyze, report, store and view the collected images and associated data by Client Agency staff and should be available to Client Agency and its outside business partners and end-users via a web-based application viewer.
