Specifications include, but are not limited to: The MDC is seeking an Employee Benefits Consultant to perform the full range of services related to the design, maintenance, communication, and improvement of the MDC’s group insurance and related programs. The MDC is seeking the following services from an Employee Benefits Consultant: 2.1.1 Solicit proposals from qualified Employee Benefits providers for such products or services as the MDC shall identify. Provide management services to include, but not be limited to, preparation of bid specifications, evaluation of proposals received, and recommendations on contracts to be authorized. 2.1.2 Solicit renewal proposals for insurance no later than ninety (90) days prior to expiration of the existing policy(s) for which proposals are sought. 2.1.3 Evaluate proposals submitted by insurance carriers relative to compliance with insurance specifications, cost, and ability of each carrier to perform as required, including relative solvency. 2.1.4 Provide a detailed report of solicited policy renewal options available to the MDC. Such report shall be presented to the MDC no later than thirty (30) days prior to expiration of existing policy(s). 2.1.5 Develop and present, for the MDC’s consideration, a comprehensive paid-time-off (PTO) program for employees, including supplementation with long-term and short-term disability policies. 2.1.6 Serve in an advisory capacity during negotiations with collective bargaining units. This includes analyzing benefit proposals, providing counsel to negotiators, and testifying at negotiations, mediation, and arbitration sessions, as necessary. 2.1.7 Ensure that any self-funding arrangements with third-party administrators are appropriately managed. Monitor stop-loss thresholds and ensure compliance. Assist with or conduct audits, such as a comprehensive dependent audit, as requested by staff or the Board.
