Specifications include, but are not limited to: Task 1. Design Engineering:a)Meet with Department of Public Works officials and others as necessary to establish design criteria and other project requirements. It is anticipated that information from the DPW, Westport Parks and Recreation, and public utility representatives will be provided to the engineer either by correspondence or preliminary design meetings with those organizations in attendance.b)Review existing design documents and area surveys.c)Field Survey and prepare an A-2 property survey of any necessary portions of adjoining roads,driftways, adjoining properties,drainage systems, parking lots, utilities, and any other existing features which may be necessary for a complete description of the project areafrom the Old Mill Lot to the Compo Cove entrance gate, as well as the adjacent properties on either side of the walkway. This will serve as an Existing Conditions Survey for the new design inclusive of a T-2 topographic survey with one foot contours. The survey will utilize a horizontal datum of CT NAD 83, and a vertical datum of NAVD88. All accessible above ground and below ground utilities shall be recorded showing their positions, inverts, pipe sizes, type of materials, overhead wires, service ties, etc.d)Prepare Site Layout plans, Grading,drainage, andsoil and erosion controlplans,Utility plans including electric, communications, and any other existing overhead or underground utilityplans, Structural plans including all structures in plan, elevation and cross section, Tide gate rehabilitation plans and measures, and all Construction details.e)Review 30% design with municipal team and others as appropriate.f)Attend public meetings as necessary.g)Prepare an opinionof probable construction cost, (OPC),based upon the final design.h)Submit plans,construction specifications to the Town for final review and approval. Implement revisions as necessary. Prepare contract plans and specifications for bidding. The complete set of contract documents is to be provided in AutoCAD2018 format .dwg files.i)Provide information and assistance as may be necessary during the bidding phase, including responding to Request for Information from potential bidders, issuing addenda, evaluating bids, checking low bidder’s qualifications, preparing a summary of submitted bids and providing a recommendation for contract award. Task 2. Construction Administration:a)Provide a Lump sum cost for Construction Administration to include review and approval of shop drawings and pay requests, conduct and attend preconstruction meeting, on-site construction meetings inclusive of meeting minutes, and provision of such additional routine engineering review as may be required during construction.b)Provide Hourly ratesfor site inspection service by a qualified inspector(s). The selection of the inspector(s)shall be subject to approval by the Town.Task 3. Additional Work Items: a)Provide a Lump sum cost for an A-2 As –Built survey of the project area.All areas affected by the work shall be included. This information is to be supplied in AutoCAD2018 format .dwg files.b)Lump sum cost per meeting for project representation at local regulatory meetings. Estimate 3 hours per meeting.c)Provide a schedule of hourly rates for key personnel for any potential work out of scope.
