Specifications include, but are not limited to: The Town is contracting for appraisal consulting services to assist the Assessor with final valuation conclusions. Supplemental expert analysis is being sought for the valuation of all or certain groupings of properties, the results of which may be used by the Assessor in determining the final values for the October 1, 2020 Grand List. This Request For Proposal (RFP) is for expert appraisal and market analysis services for the following: Part One (1) - Valuation and review of all residential properties as indicated on the attached reports using all applicable established appraisal approaches to value. This will include creation and mailing of real property valuation notices and assessment change notices as well as scheduling, and performing informal taxpayer appeal hearings. Part Two (2)- Valuation and review of income-producing properties and other non-residential properties as indicated on the attached reports using all applicable established appraisal approaches to value. This will include creation and mailing of real property valuation notices and assessment change notices as well as scheduling and performing informal taxpayer appeal hearings. Part Three (3) – Street Level Digital Images. Gather a minimum of 1 digital image of residential properties showing the front and one side when possible and multiple images, if needed, for commercial, industrial, apartment, public utilities and special purpose parcels, taken from a public way, review for quality and attach the images to the current CAMA database records.
