3.1. Facility Needs Assessment & Programming Review • Review existing Town feasibility studies and conduct a short, focused assessment of community needs provided by the Town’s Recreation and Leisure Services staff.. • Determine the optimal facility programming mix based on the specified site constraints. • Based on all assessments, provide a clear, evidence-based recommendation on full replacement. This determination must serve as the primary factor guiding the conceptual options in Section 3.2. 3.2. Conceptual Design Options (Minimum of 3) Develop at least three (3) distinct conceptual design options, clearly illustrating different approaches to facility layout and features. Each concept must address the following required elements: Required Elements Specifications Competition/Lap Pool Minimum of 6 lanes, 25 yards/meters, 4’ to 8' depth. Leisure/Recreation Area Zero-depth entry, water play features (e.g., spray pads, bubblers), and a designated shallow area. Deck/Patio Space Adequate space for lounge chairs and seating, accommodating peak usage. Ancillary Building Must include gendered/family changing rooms, restrooms, storage, and a dedicated first aid/lifeguard office. Shade and Cover Integration of permanent or retractable shaded areas. 3.3. Preliminary Cost Estimation Provide a detailed Order of Magnitude (OOM) cost estimate for each of the three concepts. This estimate must cover: • Construction costs (separated by pool, deck, and building). • Soft costs (design fees, permits, testing). • Preliminary 10-year operational cost projections (energy, water, and chemicals).
