A. The Town of Colchester (the Owner) is soliciting proposals from design Firms for engineering services for the architectural design to create a space for the Colchester Police Department (CPD) and The Veterans of Foreign Wars of the Untied States (VFW). The design shall meet the generally accepted standards of a police office, windows and walls should be bullet resistant, the armory must be fully caged, B. Upon award, the scope of the engineering services shall include at minimum the following: • Initial Survey of Existing Building/Site. • 20% Plans for review by the Owner, CPD and WFW • A Ready for Construction (RFC) Plan Set o Adequate dimensions, elevations, and details to construct the provided preliminary designs. • RFC Technical Specifications including RFP/Bid Contract Language that meets local law, state law, federal law. • Digital copies of the RFC Plans and Specifications • An Engineer’s estimate of construction cost for RFC Plans • RFI administration, proposal review, and contractor selection during the Bid Process • Construction administration, submittals, RFI’s, inspection and progress billing input. Final Survey and As-Built plan generation. C. Description of intended design The design shall meet the generally accepted standards of a police office. The windows shall be bullet resistant, the building shall be forced entry resistant, and the armory must be fully caged and forced entry resistant. Consideration of the K9 unit shall be made during the design process. The design shall be able to appropriately display VFW memorabilia within their meeting space.
