Specifications include, but are not limited to: In general, the Plan shall contain all statutory requirements associated with an Economic Development Plan, and other items such as, but not limited to: • Community survey with acceptable level of statistical accuracy; • Population and demographics analysis and projections of the Town Center area; • Transportation system recommendations including for roads, sidewalks, multi-purpose trails; public transit, shared and community parking facilities, and other public ways; • Low impact development strategies for the Town Center; • Economic development goals, and strategies as to how to achieve those goals; • Analysis of the Bloomfield Center District Zoning Regulations to determine amendments which will encourage and facilitate development; • Analysis of lots in the Town Center to determine lots that are un- or under-utilized, and recommendations for improvements to those lots. These recommendations shall include build-out analysis, concept plans, and zoning reviews. It is anticipated that the community planning effort will be an inclusive participatory process that leads to consensus among the citizens of the Town regarding what the Town Center will look like in the future. The chosen consultant(s) shall act as facilitator to the Plan at all workshops, public engagements, meetings, and hearings. Community engagement is critical in submitted proposals, to comply with the mission of the Community Investment Fund and the goals of the Town of Bloomfield.
