1) Review referenced documents; 2) Revise the RRF Closure Plan to include: a. removal of any remaining wastes and waste residues from the RRF, b. removal of all solid waste management equipment from the RRF for proper off-site recycling/disposal, c. pre-demolition abatement of hazardous building materials, d. demolition of all RRF buildings associated with permitted solid waste management activities, e. other pertinent revisions and information to address previous CT-DEEP and GHFC comments contained in the referenced documents, f. identification of site soils that, based on the site-specific ELURs, will require investigation and/or remediation following building demolition, g. revised closure schedule to incorporate the revised closure approach, h. revised closure and demolition cost estimates to incorporate the revised closure approach; 3) Provide support necessary for CRDA to receive CT-DEEP approval to implement the revised Closure Plan; 4) Prepare engineering plans and technical specifications in support of CRDA’s public solicitation of qualified contractors to perform the closure work; 5) Provide support to CRDA during the public bidding process to engage a qualified contractor to perform the closure work, including evaluation of bids/proposals received from respondents 6) Provide Construction Quality Assurance Services during the construction phase of the project including but not limited to: i) construction administration services (review/approval of submittals, responding to RFIs, processing change orders, review/approval of requests for payment, review of as-built drawings, contract closeout activities, etc.) and ii) full time inspection services to oversee the closure work.
