Connecticut State Community College (CT State), Manchester Campus, a Connecticut State Colleges and Universities (CSCU) Institution is seeking a qualified, snow plowing and snow removal services. he Contractor shall provide and furnish all labor, materials, equipment, and transportation services as needed to perform the contract in a safe and professional manner at the College 7 days per week and or during any snow event. Services rendered shall include, but not be limited to snow plowing, snow removal, and salting. B. Snow Removal: 1. The Contractor shall remove snow and provide salting and de-icing for the College on an on-call basis 2. The College shall contact the Contractor prior to a snowfall event to authorize service for that event. The College shall memorialize any authorization in writing or by e-mail; and 3. The Contractor shall perform snow removal services only with prior written or e-mail authorization from the College. C. Snow Plowing/Removal: 1. The Contractor shall provide the necessary tools, equipment, and operator(s) to remove snow from the College facility 7 days per week and/or during any snow event; 2. The Contractor shall be responsible for supplying salt mixture, de-icer, and any/all other materials, equipment and personnel necessary to provide contracted services; 3. The Contractor shall clear snow from the following area included but not limited to: all driving surfaces, entrances, exits, parking lots, and adjacent handicap bollards and walkways. At the request of the College, the Contractor may be required to remove snow from designated sidewalks (entire width and length), stairs, doorways (including fire exits/escapes), fire hydrants, emergency blue phones, front and back decks, ramps, and mailbox areas; 4. Hand shoveling may be required and considered as part of the “per hour” pricing structure; 5. Prior to the first snowfall, or no later than November 15th, the Contractor shall provide and install stakes or otherwise mark roadways, parking lots, speed humps and bumps, hydrants, islands, etc. as designated by the Building Maintenance Supervisor or the campus designated Ground Supervisor/Snow Coordinator upon his or her request, at no extra charge to the College; a. Contractor shall replace lost or broken stakes at its own cost as required during the snow season. b. Contractor-installed stakes or other markings must be removed at the end of the snow season (no later than April 1) by the Contractor at its expense. 6. Maintenance of sight lines: the Contractor shall not leave any snow piles in traffic areas that exceed three feet in height, or that block sight lines and signs; 7. The Contractor shall clear the snow that has deposited by 6:00 a.m. unless otherwise specified in writing by the College; 8. For snow events that occur or continue during operating hours, the Contractor shall maintain open travel lanes adequate to provide access to the entire College facility; 9. All snow must be removed from parking areas and deposited in designated storage areas within 12 hours after snow stops falling or before 6:00 a.m. of the next business day following the end of the snow event whichever is the shorter period; 10. The Contractor shall check in with the Building Maintenance Supervisor or the campus designated Grounds Supervisor/Snow Coordinator upon arrival; and 11. The Contactor must sign in and out on the College supplied form, identifying the equipment and manpower being utilized and the hours worked. This verification shall be used to support Contractor invoices. D. Salt/De-Icing: 1. Upon request of the College, the Contractor shall apply de-icing materials to the surfaces indicated by the College; 2. De-icer used must be non-injurious to concrete and will be required for concrete areas (e.g., walkways, stairways, sidewalks, doorways, ramps, etc.); 3. Contractor shall not use salt or any mixture containing salt on concrete surfaces; 4. Contractor shall not use sand or any mixture containing sand; 5. Hand spreading of material is allowed for sidewalks; 6. Contractor shall supply all necessary materials to complete salting or de-icing; and 7. Contractor shall supply the College with the Material Safety Data Sheets (MSDS) applicable to the materials to be used prior to any applications. E. Snow Relocation: 1. Onsite: Contractor shall provide the necessary tools, equipment, and operator(s) to relocate and pile snow at the College facility in specified areas upon request by the College; and 2. Offsite: Contractor shall provide the necessary tools, equipment, and operator(s) to relocate and dispose of snow offsite in a lawful manner upon request by the College. F. Return/Additional Visits: 1. Following completion of services for a snow event to the College’s satisfaction, the Contractor shall not return to the site for additional snow removal services associated with the completed snow event without prior authorization from the College. Nothing in this section precludes the Contractor from performing for any subsequent snow events.
