Specifications include, but are not limited to: • The selected ISP will be responsible for providing high-speed, reliable, and affordable internet services to the City of Norwalk. The services should include but are not limited to: • The ISP will provide the entire 10Gbps Dedicated Internet Access (DIA) for use 100% of the time with the option of bandwidth increases as requested by the City of Norwalk. • The ISP will provide /27 static IPv4 publicly routable addresses. • The ISP will provide 24/7/365 proactive monitoring and support. • The ISP will provide a Local Customer Service team. • The ISP will provide a Service Level Agreement (SLA) with a proposed solution. The proposal will include a minimum of detailed communication processes during outage-related events. • The ISP will provide details (infrastructure maps) to demonstrate the reliability and redundancy of the proposed solution and the recovery process in the event of a failure. • The ISP will guarantee monthly average uptime to be greater than 99.9% in the SLA. • The term of the contract will be 5 years with an option for multi-year extensions. • In addition to the above: • A dedicated project manager who will oversee the installation and ongoing maintenance of the 10Gbps fiber connection. • Monthly reports that detail the uptime and performance of the 10Gbps connection. • The City of Norwalk desires to contract with a Tier 1 (an internet service provider that can reach every other network on the internet solely via settlement-free interconnection.) or a Tier 2 (an internet service provider that peers for free with some network, but also purchases IP transits or pays for peering to reach at least some portion of the internet) provider.
