Prospective consultants are asked to submit their proposals and concepts regarding their approach to achieving the goals and objectives of the PROTECT project. The selected consultant will be expected to work closely and collaboratively with the NVCOG and partner COGs on the project’s tasks. The scope of work includes the following tasks: 1. Community Engagement: The project anticipates substantial outreach to community stakeholders and municipal staff, as well as the public. It is anticipated that NVCOG staff will be responsible for a substantial portion of this effort and will create and maintain the project webpage on the NVCOG’s website. 2. Data Collection: The Project Team will collect data regarding the area’s local transportation assets, climate variables, weather events, and location of critical facilities. The NVCOG will provide staff to assist in completing this task. 3. Vulnerability and Risk Assessment: The project team will conduct a comprehensive and data-based vulnerability and risk assessment of the municipal transportation assets and determine the risks from natural hazards of the project area. This includes stakeholder interviews, field work, desk review of municipal Natural Hazard Mitigation Plans and other pertinent documents, and engineering assessments. This task will be the principal responsibility of the project consultant. 4. Technical Capacity Building: The Project Team will develop tools and applications to facilitate the use and dissemination of the project’s findings. 5. Adaptation and Resilience Options: The Project Team will develop adaptation strategies and resilience improvement options that communities can use to improve resiliency f local transportation assets.
