i. This PROJECT includes the complete reappraisal and revaluation of all COMMERICAL and EXEMPT real property within the corporate limits of COLCHESTER, Connecticut effective as of October 1, 2026. (See attachment for breakdown). ii. This Town-wide revaluation is what is commonly referred to as a “full revaluation” and the CONTRACTOR is required to complete full inspections of every taxable property within the corporate limits. 1. In the event they are not able to gain access on their first attempt the Data Collector shall leave a door hanger indicating that the CONTRACTOR attempted to inspect the property and provide a phone number in which the property owner can call to set up an appointment for an inspection at a later date. 2. ALL attempts to gain entry must be documented on the “Visit History” section of the property record card indicating the outcome of each attempt. 3. For any property owner who verbally refuses to allow the CONTRACTOR entry to their property, the CONTRACTOR is no longer required to attempt any additional callb a c k s . However, the CONTRACTOR must provide the ASSESSOR with a list of each and every property owner whom refused the full interior inspection process. Additionally, the CONTRACTOR shall document the Visit History indicating that the property owner refused the inspection process
