Specifications include, but are not limited to: Litter Control Litter control is a Required Service that must be provided year-round (12 months per year). The entirety of the Property, including the adjacent State & Town right-of-way, exclusive of the building, shall be maintained in accordance with this section. The scope of litter control includes: • Litter collection at the property shall three (3) times per week: Monday, Wednesday and Friday • Collection of papers, debris and rubbish from green space, hardscape and pavement areas, including the adjacent road right-of-way along Main Street and Locust Court. • Contractor may use mechanical means to control litter. • Disposal of collected litter in a dumpster provided by the Town at the Property. Green Space/Hardscape Maintenance Green space/hardscape maintenance is a Required Service that must be provided from April to November (8 months) of each calendar year. The entirety of the Property, including the adjacent State & Town right-of-way, exclusive of the building, shall be maintained in accordance with this section. The scope of green space/hardscape maintenance includes: • Prior to mowing, the Contractor will remove rubbish and debris from the green space and dispose collected items in a dumpster provided by the Town at the Property. • The Contactor shall mow green spaces weekly, starting in April and ending the first full week of November. • The height of mown grass shall be between 2 inches and 3 inches. • String trimming must be completed at all location inaccessible to a mower. • After mowing, sidewalks and pavement areas must be cleared of mowing debris. • Bagging of mowed grass will not be required. For their own convenience, the Contractor may collect grass clippings. The Town of East Hartford will not pay for the removal grass clippings, nor will they accept mowed grass at the Town of East Hartford Transfer Station. Under no circumstances will it be acceptable for the Contractor to dispose of grass on Town property. • Fertilization of green spaces is not included in this bid. No pesticide program for green spaces is required. • Weeds will be controlled in hardscape areas (pavement, pavers and sidewalk) by either mechanical or chemical control. • If chemical controls are used on hardscape areas, the Contractor will adhere to all DEEP regulations regarding the use of pesticides. Winter Weather Maintenance Winter weather maintenance is a Required Service that must be provided from December through March of the following calendar year (4 months). Approximate areas of snow removal are shown on the plan included in Appendix A. Note that winter weather maintenance areas include three (3) stair towers on the east side of the building, portions of the lower roof area that are used for access to exterior building doors, and the narrow sidewalk on the south side of the building. The following types of events will be used by the Town to classify winter weather events: • BLACK ICE EVENT • FREEZING RAIN EVENT • COATING TO 1 INCH OF SNOW • 1 INCH TO 6 INCHES OF SNOW • 6 INCHES OF SNOW AND ABOVE
