Specifications include, but are not limited to: A. Project Planning Services 1. Conduct preliminary engineering study to identify the need for the proposed project through an evaluation of all feasible alternatives and shall demonstrate that the selected alternative is the cost-effective (the most economical means of meeting the applicable regulatory requirements) while recognizing environmental considerations. 2. Develop an engineering report summarizing the alternatives and recommendations to address the needs of NPU’s various water distribution system. B. Design Engineering Services 1. Develop preliminary design, final design, detailed plans & specifications, estimated schedule and costs, and bid documents all in accordance with the Connecticut Department of Public-Drinking Water State Revolving Fund regulations. Review bid submittals from contractors, analyze bid results, recommend award of contract to lowest and responsive bidder, and reviews contract documents such as bid schedules, MBE/WBE subcontractors, insurance, bonds, etc. Perform reference checks of bidders. C. Pre-Construction Engineering Services 1. Attend a pre-construction meeting; provide responses to all questions in a timely and efficient manner. 2. Review project schedule including timelines associated with all permits, agreements, and contract documents. 3. Provide “constructability review” as needed.
