The NHA's intent is for the consultant to review the current Personnel Policy and develop an Employee Handbook and: A. Identify which policies are required by Federal and State law to be included and /or revised. B. Make specific recommendations to simplify the policies and ensure they are consistent and flexible while protecting the NHA from liability. C. Make specific recommendations on which policies present conflicting information and provide recommendations for NHA to consider. D. Compare the current Personnel Policies to best practices found in the public sector and where appropriate to provide recommendations for improvement. E. Review the current Union Agreement Between the Norwich Housing Authority and UE Local 222, CILU #37. Provide recommendations for improvement to align the Union Contract with NHA Personnel Policies which can be used in negotiations at a later date. As part of this review all current policies will be considered for amendment or replacement including but not limited to: a) General Regulations b) Benefits c) Recruitments, Selection and Appointment d) Reasonable Accommodation e) Positions and Class Specifications f) Harassment and Discrimination g) For Cause/At Will Employment Designation h) Pay Practices i) Leave Provisions...
