Specifications include, but are not limited to: It is the intent of the Downtown Manchester Special Services District (the District) to bid for the general maintenance and landscape maintenance of eight (8) municipal parking lots located within the downtown central business district as well as other selected public areas. Services include removal of litter and debris; mowing, blowing, and trimming; flower and shrub bed maintenance, planting, weeding and watering; public street planter planting, watering and maintenance; and leaf removal from specified contracted locations. All locations will be mowed and/or string trimmed, blown and litter removed on a regular basis in order to maintain a neat and clean appearance. The mowing season will be from April 1 through October 30 each year. Litter removal will take place regularly from March 1 through November 30 in order to maintain a neat appearance. Litter removal may be required during winter months from December 1 through February 28 and prior to special events. A landfill permit will be required for disposal of leaves and debris. Tipping fees are the responsibility of the contractor. The following specifications shall be adhered to: a. Grass shall be mowed or trimmed to a height of 2-3". b. With each mowing or trimming, all edges will be left neat and trim. Use of herbicides to facilitate trimming may be allowed, but only with the District’s approval and by a licensed individual for such applications as required by State of Connecticut DEP. c. Care shall be taken to avoid marring of trees, shrubbery and other vegetation by equipment. d. Removal of all litter and debris is required prior to each mowing or trimming. Bagging of such debris during mowing operations is acceptable. Under no circumstances will mowing or trimming debris be left on the property.
