The Metropolitan District (MDC) is inviting qualified companies to submit formal bids to remove, dispose of and replace odor control carbon media at two MDC water pollution control facilities in Hartford and East Hartford, Connecticut. The District utilizes activated carbon to treat odorous air streams through vapor-phase adsorption. The scope of work includes the removal and proper disposal of the existing spent carbon, which has reached the end of its effective service life, and the loading of new activated carbon—furnished by the Contractor—into three (3) vertical radial flow carbon adsorption vessels. Prior to disposal, the spent carbon media shall be tested for hazardous contaminants to determine the appropriate disposal method. Following installation of the new carbon, a performance test shall be conducted to verify the effectiveness of the system. The work also includes an inspection of the interior of each vessel and all associated odor control system components. Any necessary repairs or rehabilitation identified during the inspection shall be completed as part of this project. The selected contractor will be expected to enter into a contract for the provision of services embodying the substance of the specifications stated herein. There will be a Mandatory Pre-Bid Conference for all prospective bidders bidding on this contract to be held at the 240 Brainard Road (the Construction Meeting Trailer) at 10:30 AM, Eastern Time, on August 27, 2025.
