Phase 1: Inventory, Data Collection, & Benchmarking Objective: Build a comprehensive, data-driven inventory of municipal service delivery across the SCRCOG region, including shared service activity, legal and operational frameworks, and foundational benchmarking metrics. Task 1.1: Identify and Inventory Existing Shared Services • Collect a complete inventory of current shared service agreements across SCRCOG’s 15 municipalities • Identify scope, duration, costs, service partners, and delivery methods • Include both formal (e.g., interlocal agreements, MOUs) and informal agreements • Capture basic cost and staffing implications when applicable • Determine benefits – cost savings, increased capacity, more services, etc. Task 1.2: Charter & Policy Review • Review municipal charters and other governance documents to identify: o Any language that facilitates or restricts shared service agreements o Authority for entering into inter-municipal agreements and potential legal barriers
