Specifications include, but are not limited to: The City of Milford’s Department of Economic & Community Development (ECD) seeks a qualified professional planning firm to prepare its 2024-2029 Five-Year Consolidated Strategic Plan including a Comprehensive Needs Assessment and Housing Market Analysis and the Program Year 50 Annual Action Plan. Expert knowledge in the U.S. Department of Housing and Urban Development (HUD), Community Development Block Program (CDBG) HUD 24 CFR Part 570 is preferred. The Qualified Firm, as a part of the citizen participation process will prepare a community survey to circulate to Milford residents prior to the first scheduled public hearing. Analysis of the results will be presented by the firm at a virtual public hearing. A qualified firm will complete necessary research on local housing and income data, and maps, as necessary as part Five Year Consolidated Strategic Plan. The Plans will be submitted to the CDBG Administrator as a Word document with all appendices attached, according to the schedule for public review on or before the date of the 30-Day Notice of Public Comment. The Qualified Firm will submit said Plans and all related documentation into the eConPlan Suite via the Integrated Disbursement and Information System (IDIS) to the HUD Hartford Field Office before its due date on August 15, 2024. 1. Consultation (September to December 2023) - Contact with local officials, PHA, committees and resident groups as suggested to prepare a Comprehensive Needs Assessment and Housing Market Analysis and community survey. 2. Citizen Participation Process: Coordinated with CDBG (January - February 2024) - Presentation and discussion of the community survey results at a virtual public hearing. • Comprehensive Needs Assessment Assessment of Milford’s Housing, Homeless, Non-Homeless and Non-Housing Community Development needs derived by data and consultation. Examples, City staff, local elected officials, All in for Milford, Beth El Center, Bridges Healthcare, Inc., Milford Human Service/PH Director, Southern CT Regional Council of Governments (SCRCOG), Hartford Field Office, AHAR, Connecticut Housing Coalition, Member of the Housing Partnership Committee, CT Coalition to End Homelessness, Partnership for Strong Communities, and Agency on Aging, including public input solicited during the public hearing. • Housing Market Analysis Analysis of the area housing market specific to data related to housing units, cost, condition, type (MR, FMR, public and assisted), special needs services and facilities, local zoning regulations, barriers to affordable housing, and non-housing development assets. 2022 Affordable 3. Coordinate planning and preparation of Draft Five Year Consolidated Plan, Annual Action Plan and Appendices. (March – May 2024) - Five Year Consolidated Plan • Identify geographic priority needs and influences on market conditions; • List of financial resources generally available to the municipality and anticipated resources; • Formulate an institutional delivery structure by which the jurisdiction will carry out its Plan; • Identify goals and objectives, as well as the indicators to assist the ECD to measure its progress and outcomes; • Recommendations to enhance coordination with Milford Public Housing Authority dba Milford Housing Redevelopment Authority and • Advance HUDs goals and objectives and other initiatives such as, Affirmatively Furthering Fair Housing, Broadband, Disaster Resiliency, CPD Mapping, and Section 108 Loan Guarantee.
