1.1 MetroCOG staff will update MetroCOG’s Regional Safety Action Plan, which includes the High Injury Network (HIN) and Crash Hot Spot Locations. Consultant to conduct a review of the Regional Safety Action Plan Update and recommend potential improvements. 1.2 Upon update of the Regional Safety Action Plan/Crash Hot Spot Locations, conduct a Systemic Safety Analysis at Crash Hot Spot Locations/ HIN Corridors to discern crash trends, risk factors, and a networking screening. 1.3 Safety Countermeasure Suitability Analysis: After the Systemic Safety Analysis of the HIN Corridors/Crash Hot Spot Locations is complete, develop a Countermeasure Suitability Analysis Toolkit. The Countermeasure Suitability Analysis Toolkit should be based on the results of the Systemic Safety Analysis to recommend potential safety measures for crash reduction. At a minimum, the toolkit should include a description and itemized cost estimate of each safety measure. The toolkit should consider all applicable project types and materials, including those identified within CTDOT’s Quick Build Complete Streets Demonstration Project Directive and incorporate innovative best practices. 1.4 Work with MetroCOG, municipalities, and CTDOT to prioritize a minimum of 15 Crash Hot Spot Locations & identify the most suitable and cost-effective safety countermeasures at each location...
