SCOPE OF WORK A. The scope of work will include, but is not limited to, the following. • Review relevant regulations and documents such as the Subdivision Regulations, the Inland Wetland Regulations and the Town Ordinances. • Community Involvement: provide a forum for robust input process involving the public, the development community, various boards, commissions and interest groups and provide webpage content for posting. • Line by line review of the Zoning regulations, including the design guidelines for the Village Districts and the Form Based Code Overlay in Wilton Center. • Determine whether or not uses currently permitted by right, Site Development or by Special Permit are properly classified. • Suggest opportunities for streamlining the permitting process, especially for low-risk proposals. • Update land uses that are allowed, prohibited or not specified. • Provide Zoning Regulations that are more user friendly and easier to interpret with toward the end of increasing public understanding and clarifying inconstancies. • Improve the organization of the Zoning Regulations, making them searchable. • Review consistency between the current Zoning Regulations, other Town ordinances and regulations and State and Federal Law. • Develop new Sign Regulations that include all necessary components of a comprehensive “content neutral” sign regulation; consistency with State and Federal law, including recent and relevant case law. • Identify ways to simplify and clarify the Sign Regulations, by improving formatting, text, and adding graphics, tables and specific illustrations and detailed drawings. • Visually translate regulations for definitions, building height, coverages and similar items into easy to understand illustrations. • Recommend updates to the stormwater, outdoor lighting and other environmental standards. • Prepare and release for public review a draft of revised Zoning Regulations, adding graphics design and layout and community education and outreach. • Prepare final revised Zoning Regulations after input is received on the draft Zoning Regulations. • Assist with adoption of the revised Zoning Regulations by the Commission, including attendance at public hearings by Zoom, as requested by the Town Planner or the Chair of the Commission. • The Consultant will be expected to attend up to four public hearings by Zoom without additional charge.
